You get every listing removed, check your name, and the photo is still sitting in the image results. This is the most common way a mugshot case ends badly, and it happens because image search is a separate system that nobody quoted you for.

Understand why images survive the cleanup
An image result is not a copy of the page it appeared on. It is a separate index entry pointing at an image file, and the two get decoupled constantly.
Three things follow.
The image file often lives at a different address from the article. Removing the page does not necessarily remove the file, and the file is what image search indexed.
Image indexes refresh on their own schedule, generally slower than web results. A photo can persist for weeks after everything pointing at it has gone, which is not a failure and is frequently mistaken for one.
And booking photos get re-hosted. The same image is copied to new sites without the original text, so it survives as an image on pages that never carried the story.
The practical consequence: an image problem needs its own line on the quote, its own site list, and its own timeline. A company that says removal covers it has not looked.
Ask which of the three routes they are using
There are only three, and they behave very differently.
Remove the file at the host. The permanent version. Requires the site holding the image file to act, which is the same negotiation as any takedown.
Clear the index entry. Once the file is gone, the stale image result can be cleared far faster than waiting for a natural refresh. Fast and only durable when the file is genuinely gone.
Outdated content reporting. The route almost nobody uses. Where a page has changed or the image has been removed but the result persists, search engines provide a mechanism to flag it. It is free, you can do it yourself, and it is the single highest-value unpaid step in this category.
A company charging you for the third route without saying it is free is worth walking away from. A company that does it as a matter of course and says so is telling you something good about how they work.
Count the image results separately from the pages
Do this before any quote. Search your name in image results specifically, note every result showing the photo, and click through to record which site hosts each file. That list will not match your page list, and the mismatch is the entire point.
Reverse image search on the photo itself catches re-hosted copies that carry no text, which is the category that survives a text-based cleanup untouched.

Boulder, founded 2016, and the only company here whose published service specifically names finding and removing mugshot images from Google, Bing and the publishing sites. That specificity matters on an image job, because the work is a known finite set of hosts with idiosyncratic processes rather than a general search problem. Accredited with the Better Business Bureau since 2019 with an A rating.
Same caveat as everywhere else on this site: guaranteed results and money back marketing on third party content, with Trustpilot complaints describing substantial payments and no updates. Settle what counts as a result, in writing, and make sure images are named in it rather than implied.
Guaranteed Removals
Canadian, since 2009, covering mugshot and criminal record work with pay after results across most removal. That structure suits image work particularly well, because per-file outcomes are less predictable than page outcomes and the risk sits better with the vendor.
Their guidance telling buyers to try self removal first applies here more than anywhere: the outdated content route is free and often sufficient once files are gone.

Sarasota, founded 2014, covering removal, suppression, monitoring and privacy together. The relevant strength for images is monitoring: re-hosted copies appear months later without warning, and a provider already watching catches them before they establish. Quote only, and breadth means the deliverables need writing down.

Do this before you pay anyone
Build the image list and run the free route yourself. If the underlying files are already gone, outdated content reporting may clear most of what you are looking at within days, and you will have paid nothing.
Then get a quote covering what is left, with the image hosts named individually. If a company quotes one number for “your mugshot” without distinguishing pages from image files, they are quoting the easier half and you will hear from them again about the rest.
